To use the solution, browse to the site settings page in any SharePoint site (or sub-site) and follow the “Import/Export User Alerts” link under the “Site Administration” heading

Exporting alerts

On the import/export user alerts page you can export alerts from the current site by using the export section of the form. Simply use the “Export” button to export the alerts to an XML file. You will be prompted to save an XML file that contains the list of alerts from the site.
It has an option to delete alerts once they are exported – if this option is selected all alerts in the site will be deleted after the XML file is generated.

WARNING: If the delete alerts option is selected and you choose to not save the XML file when prompted, this will not stop the deletion of alerts from the site. Be sure to save the XML file when prompted if this option is used as this cannot be undone.

Importing alerts

On the import/export user alerts page you can choose to import alerts in to the current site by using the import section of the form. Select the XML file that contains the list of alerts exported from the site using this tool and the use the “Import” button. A message will be displayed on the screen notifying you of the success of the import.
The import section of the form has an option to clear any alerts from the current site before performing an import. This option may be used to ensure that the list of alerts in a site exactly matches the XML file contents. If this option is not selected any alerts that exist in a site when the import is run will be left intact.

WARNING: If the delete alerts option is selected it cannot be undone, and any alerts that existed when the import is run will be deleted.

Other notes

This tool only deals with alerts that relate to a specific site, not any sub-sites below a site. If you need to export alerts from a site and its sub-sites each site in the hierarchy must be exported and then imported individually.
Alerts can only be imported back in to the specific site that they were exported from. This is due to the use of GUID’s to identify alert content.

The same issue as mentioned by GBeatty.
"File Not Found" error message after clicking on Import/Export User Alerts under Site Administration. Any light on this would help.

The tool seems to install successfully for me but when I go to "Site Actions --> Site Settings --> Site Administration --> Import/Export User Alerts" I click on the link and get a page not found error. The link appears to be working OK. When I browse to the file location on my server, I see everything installed. This is happening on all sites, not just some.

I'm trying this on a Windows Server 2003 SP1/ IIS 6.0 server running WSS 3.0 web front end with seperate SQL 2005 Server backend. I am a Site Collection Administrator and Local Admin on the server.
